(A) Transfer of lot. No transfer of any certificate of burial shall be permitted except with the written consent of the current holder of the certificate of burial or his heirs and assigns. The Cemetery Administrator must also consent to the transfer, which shall be confirmed by the issuance of a new certificate by the office of City Clerk. The fee for transfer of any certificate of burial shall be payable upon recordation.
(B) Right of succession. The certificate holder of interment rights may dispose of same by will, subject to foregoing conditions. If the holder dies intestate the interment rights will descend to his or her heirs according to the laws of descent.
(C) Power of Attorney. Power of Attorney to act for the certificate holder must be filed and recorded at the office of the City Clerk to become operative.
(D) Transfer fee. The city may charge a fee for all transfers.
