(A) Pick up and disposal of solid waste materials shall be performed by the city or its contractor; private pick up or disposal by anyone other than the City or its contractor shall be prohibited. For pick up and disposal of solid waste materials, a monthly service fee of $8.95 for reach residential unit within the City, including each apartment or mobile home or any other structure an individual or family may occupy as a dwelling place, is hereby levied against and charged to each such residential unit. The service fee shall be added to, and become a part of the amount due on each residential water and sewer statement, and the net amount of $8.95 shall be paid on or before the tenth day of the month following the month for which it is due.
(B) If more than one residential unit is billed for water and sewer service on one monthly statement, the number of units so served shall be multiplied by $8.95 to determine the new amount due on the water and sewer statement.
(C) Any residential unit within the city that is not billed for monthly water and sewer service shall, for each month, be charged a service fee of $8.95 per month if paid on or before the twentieth day of the following month.
(D) The fees paid to the franchise for the second and subsequent years of the term hereof shall be adjusted upward or downward to reflect changes in the consumer price index (CPI) subject to approval and agreement by the city.
