(A) Factories, restaurants, stores, service organizations, churches, offices, and all other business establishments within the City shall, by individual agreements with the approved contractors, arrange for the pick up and disposal of all solid waste in accordance with the laws and regulations set out in § 50.02.
(B) The contractors shall negotiate a fair fee with each commercial customer within the city limits, based on frequency of pick ups, amount and type of solid waste, and other factors affecting cost to contractors. If the contractor and any business or commercial customer cannot agree as to what a fair price for both parties shall be, then each party shall appoint an arbitrator, which arbitrators shall appoint a third arbitrator to act as a mediator between the parties in disagreement, and the decision of a majority of the arbitrators shall be binding upon the parties involved.
