§ 51.24  TESTING METERS.
   All municipal water meters shall be taken out and tested upon the complaint of the consumer, upon payment of a fee of $10. If upon the test the meter is not within 3% of the actual amount of water passing through such meter, it shall be repaired and the $10 fee returned to the consumer.
