§ 155.108  FINDINGS OF FACT.
   (A)   Within 30 days after the close of the public hearing on a proposed special use, the Board of Zoning Appeals shall make written findings of fact and shall submit them together with its recommendations to the Board of Trustees.
   (B)   The findings of fact and recommendation of the Board of Zoning Appeals are to be based on the following:
      (1)   Whether the proposed location of the special use is in accord with the objectives of this chapter and the purposes of the district in which the site is located;
      (2)   Whether the proposed location of the special use and the conditions under which it would be operated or maintained will not be detrimental to the public health, safety, or welfare, or materially injurious to properties or improvements in the vicinity; and
      (3)   That the proposed special use will comply with each of the applicable provisions of this chapter.
