(B) Those uses which are authorized for their respective districts are permitted by right because the nature of the use makes it compatible with other uses within the district and a zoning use permit shall be granted unconditionally to an authorized use; provided that, it meets the other regulations set forth in this chapter.
(C) (1) Those uses which have unusual characteristics compared to authorized uses within the district require more careful consideration with respect to the objectives of this chapter and with respect to their effects on surrounding properties are classified as special uses.
(2) In order to achieve these purposes, the Village Board of Zoning Appeals, with final decision by the Village Board of Trustees, is empowered to grant and deny applications for such special uses in such districts as are prescribed in division (A) above and to impose conditions upon the granting of special use permits.
