§ 31.02  APPOINTMENTS.
    All officers other than the elective officers shall be appointed by the President/Mayor by and with consent of the Village Board as is provided by statute; provided that, all employees shall, in the absence of any provisions to the contrary, be appointed or selected by the President/Mayor.
