§ 30.26  QUORUM.
   A majority of the elected members of the Board or the President/Mayor and one-half the elected members shall constitute a quorum thereof, but no ordinance or measure for the expenditure of money shall be passed, except upon the favorable vote of a majority of such members as provided by statute.
