(A) Under the provisions of I.C. 36-10-3, as amended, there is hereby established a non- reverting fund for the park monies collected from users fees for the use of the Shelter House, rental space for the Earth Festival, and from any other resources the Park and Recreation Board and town people use to raise money for the park.
(B) The Park and Recreation Board and Town Council shall set a meeting and prepare a budget for the needs of the park for each year.
