§ 33.06 CLAIM PAYMENTS IN ADVANCE OF ALLOWANCE.
   (A)   The town fiscal officer may make claim payments in advance of a Council allowance for the following types of expenses:
      (1)   License fees or permits;
      (2)   Insurance premiums;
      (3)   Utility payments;
      (4)   Lease payments;
      (5)   Principal and interest payments on bonds;
      (6)   Payroll;
      (7)   State, federal, or county taxes;
      (8)   Expenses that must be paid because of emergency circumstances;
      (9)   Expenses described in an ordinance; and
         (10)   Expenses that will incur late fees.
   (B)   Each payment of expenses under this section must be supported by a fully itemized invoice or bill and certification by the fiscal officer.
   (C)   The Town Council shall review the claim and allow the claim at the Council’s next regular or special meeting following the pre-approved payment or expense.
