§ 31.58 REPORTS, COMMUNICATIONS, PETITIONS, AND THE LIKE.

All communications, reports, petitions, or any other papers addressed to the Council shall be made available to the Clerk-Treasurer prior to the meeting. The Clerk-Treasurer shall endeavor to distribute copies or read the material to the members of the Council.
