§ 31.02 ELECTION; ELIGIBILITY.
   (A)   The members of the Town Council shall be elected at-large by a vote of all voters in the town, but except for the two at-large members, shall represent the district from which he or she runs.
      (1)   To be eligible to run for the office of Town Council a person must be a resident of the district he or she seeks to represent, be a citizen of the United States, and be of legal voting age.
      (2)   A Town Councilperson who is elected by the voters of the entire town but is elected or selected as a candidate from a district, forfeits office if the Councilperson ceases to be a resident of the district and shall be replaced according to the applicable state statute.
      (3)   A Town Councilperson who moves his or her place of residence outside the corporate limits of the town vacates his or her seat on the Town Council, and shall be replaced according to the applicable state statute.
   (B)   Pursuant to state statute, the Town Council directs the county election board to conduct all municipal elections held after the passage of this section in the town. Pursuant to Title 3 of the Indiana Code, the candidates for the municipal election shall be chosen in a direct primary vote.
