§ 95.02 TRAFFIC MANAGEMENT.
   (A)   The Town Marshal shall forthwith upon the designation of a date as a festival, submit a proposed festival traffic plan, designating which streets shall be closed to vehicular traffic (“closed streets”), what streets shall be made one-way, as well as the direction of flow thereof, and what streets or areas of the town shall be set aside for parking and which streets shall be set aside for restricted or prohibited from parking. Upon the passage of the aforementioned resolution by the Town Council, the Festival Traffic Plan shall adopt by reference the terms, provisions, and penalties contained in this chapter and shall be enforced in accordance with the provisions of this chapter as well as in accordance of the provisions of the aforementioned resolution.
   (B)   The festival traffic plan shall be available for inspection by the public at the Town Hall upon submission by the Town Marshal.
   (C)   At the same time as the submission of the festival traffic plan the Town Marshal shall submit a memorandum showing any additional equipment needed to facilitate the plan and any additional manpower needed to facilitate the plan, and the estimated cost of each.
   (D)   The closing of streets to vehicular traffic shall not apply to residents of the town going to and from their homes, but the designation of streets for one-way traffic flow shall apply to all vehicular traffic, including residents.
