Upon removal of a junk vehicle as provided in § 91.04 of this code, the same shall be placed in an impounding yard or yards where it shall be held for a period of at least 30 days during which time the owner or owners of the junk vehicle may repossess the same by paying all expenses of towing and impounding storage. In the event that the junk vehicle is not repossessed within a period of 30 days from the date of impounding, the Police Department of the town shall be and is hereby authorized to offer the junk vehicle for sale to the highest and best bidder at public auction to be held not later than ten days after one publication and notice of the sale to be published in a newspaper of general circulation in the county and after notice of the sale is posted in one public place in each district in the town. The proceeds from the sale shall be used to pay towing expenses if the junk vehicle is privately towed and to pay rental in any impounding yard where the junk vehicle is held as well as the cost of the sale and publication and/or posting of notice of sale.
