(A) The traffic engineer shall designate spaces reserved for the use of the physically handicapped as follows. The spaces shall be chosen by the traffic engineer to provide the easiest possible access for handicapped persons to businesses and institutions in the immediate vicinity.

(B) The Street Commissioner is directed to procure, install, and maintain signs notifying the public of all of the foregoing.
