§ 50.16 AGREEMENTS REQUIRED.
   Permission to construct or install a water well may be denied in any instance, except upon the written agreement of any person applying therefor that:
   (A)   The water as provided by a well is unavailable from the town water supply and is necessary for the potential user;
   (B)   The person will allow his or her use of water to be metered to determine the amount of his or her sewer service rates in accordance with the town’s applicable sewer service rates and charges;
   (C)   The person will pay the cost of the installation of the water meter; and
   (D)   The person will pay the applicable sewer service rates and charges for the privilege and use of the town’s sanitary sewer system based upon metered water usage.
