The permanent grades of streets and alleys in the city are referred to a plane as the base, or datum, for all city levels. Said plane referred to is mean sea level and the elevation of the top of the valve stem of the public fire hydrants at the intersection of Arch Street and Race Street being 719.84 feet above datum, is hereby established as a bench mark for the reference of city elevations.
