For the purpose of improving the looks of the streets and to encourage the destruction of the weeds thereon, all persons may, in front of their premises outside the business part of the city, use a strip not more than eight feet (8') in width outside of the walk along and in front of such premises for a lawn, and for that purpose may raise such strip by sodding or filling same up with earth to a level with their lot or lots, under the direction of the street commissioner and chairperson of the street committee.
