8-1-16: PERMISSION TO CONSTRUCT SIDEWALK:
It shall be unlawful for any person to, by himself or agent, lay, build or place any sidewalk in, upon or along any street without having first obtained permission therefor from the city council. (Ord. 11, 2-6-1917)
