8-1-15: LEAVING OBSTRUCTIONS PROHIBITED:

It shall be unlawful for any person to place or leave, or cause to be placed or left, any encroachment, encumbrance or obstruction in or upon any street, alley or sidewalk, and any person so doing shall be in all cases liable to the city and to any private person for all damages or injury arising from the same. (Ord. 11, 2-6-1917)
