It shall be unlawful for any person to push, draw or run any buggy, sleigh, wagon or other heavy vehicle, or drive, lead or ride any team or beast of burden over or upon any paved or planked sidewalk, unless it may be necessary in crossing the same to get into his premises, or into premises where no wagon crossing or other suitable access is provided.
