Any and all parties operating or running any tractor or engine in or upon any of the streets or alleys of the city shall, in crossing a paved street or any crossing in the city, use and employ planks, of such width and thickness necessary to sustain the weight of such tractor or engine, to be placed on or over such crossing and in such a manner that the wheels of such tractor or engine shall run over the crossing on such planks.
