(A) It shall be unlawful for any person to encumber any street, alley or sidewalk or public grounds with wagons, mobile homes, motor vehicles, vehicles, structures, barrels, boxes, lumber, timber, firewood, signs or any other obstruction, or to place, throw or leave, or cause to be placed, thrown or left any obstruction or encumbrance not authorized by ordinance in any street or alley.
(B) The mayor or street commissioner may cause the removal of any obstruction or encroachment upon any street or alley or sidewalk, and the costs of such removal may be collected from the person causing or owning such obstruction, with the penalty, or in a separate suit in the name of the city.
