No person shall encumber or obstruct more than four feet (4') of the outer edge of the sidewalk with any goods, wares, merchandise, fuel or other articles or property he may be receiving or delivering, nor shall he permit the same to remain upon any sidewalk longer than may be necessary in the diligent removal thereof, or in any case not longer than twenty four (24) hours.
