No steps, platform or other fixture shall be built to extend into or upon any sidewalk or alley. No cellar way or basement way shall extend into or upon any street or sidewalk more than three feet six inches (3'6"), nor into or upon any alley more than four feet (4'). No cellar window or coal hole shall be placed in any street, sidewalk or alley unless well secured by an iron grating or some similar cover. Every cellar door and grating provided for in this section shall be laid even with the grade of the sidewalk, street or alley where situated. (Ord. 11, 2-6-1917)
