6-1-3: CHIEF OF POLICE; GENERAL POWERS AND DUTIES:
   (A)   Enforcement: It shall be the duty of the chief of police to enforce all penal ordinances as hereinafter provided, keep order and prevent disturbances or violations of all provisions of this code; to serve all subpoenas, summons, warrants, executions and all other writs or notices for and on behalf of the city, promptly and efficiently, and to perform all other duties or acts that may be required of him by this or any other provision of this code, either in express terms or such as may be clearly implied, and to obey all instructions of the city council or the mayor pertaining to his official duties.
   (B)   Complaints: It shall be the duty of the chief of police or any police officer of the city, while on duty, on hearing or being informed of the violation of any provisions of this code, to immediately obtain all the information relating thereto, and inform the city attorney thereof, and if requested by the city attorney to do so, shall make complaint of such violation under oath before the proper officer of the city.
   (C)   Arrest: It shall be the duty of the chief of police and any police officer on duty, to immediately arrest any and all persons violating any penal ordinance of the city, in the presence or view of such officer, with or without a warrant, and forthwith take such offender before the proper officer in the city and make a complaint under oath against such person or persons, setting forth the offense committed, and notify the city attorney of such arrest, and attend before such proper officer to prosecute such persons according to law.
   (D)   Develop Policies: It shall be the duty and responsibility of the chief of police to develop policies for the police department and to implement said policies within the police department. The chief of police will administer the internal workings and day to day business of the police department. The chief of police will have the authority to make public statements on any matters which affect the public as they apply to potential dangers, prevalent crime or traffic conditions, police/community relations, proposed legislation, or other issues affecting or related to public safety, policing, or the police department in general.
   (E)   Neglect Of Duties: If the chief of police or any police officer refuses or neglects to perform any duty required of him by this or any other provision of this code now in force, or such as may hereafter be passed, he shall be subject to a penalty.
   (F)   Compensation: The chief of police and police officers shall receive such compensation as the city council may from time to time determine. (Ord. 96-05, 6-18-1996)
