All primary buildings, whether used for residential purposes or commercial purposes, are hereby required to be numbered in figures on the front side or end thereof in a plain manner as hereinafter provided, by the owner or owners thereof, if such owners are residents of the city; and if such owners are not residents of the city, then by the persons or entity occupying any such building. The size of the numbers shall be of a uniform height of not less than two and one-half inches (21/2") and the numbers to be placed at each building shall be the numbers previously assigned to each location now on file in the office of the city clerk; and for all new construction such numbers shall be those to be assigned thereto by the city clerk.
