3-2-22: OPEN ALCOHOL AND CONSUMPTION ON PUBLIC PROPERTY:
   (A)   Alcohol On Public Property: It shall be unlawful for any person to consume or possess any alcoholic liquor on any street, alley or upon any public property. It shall also be unlawful for any person to consume or possess alcoholic liquor in any automobile or other vehicle traveling upon or parked on any street, alley or public property, excepting that a person twenty one (21) years of age or older may transport alcohol in a sealed container; provided, that the manufacturer's or retailer's seal on the alcohol container is not broken.
   (B)   Penalty: Any person who violates subsection (A) of this section shall be fined fifty dollars ($50.00) for each offense.
   (C)   Exception By Permit: By special permit, the mayor, with the advice and consent of the city council, may grant a geographically restricted and/or time specific permit to individuals or groups for the possession and or consumption of alcohol for a community event, festival, fair, or such similar affair as the city council sees fit to authorize for the possession and/or consumption of alcohol.
