3-2-15: MINORS:
   (A)   No licensee shall permit any person under the age of twenty one (21) years to enter upon or frequent the premises so licensed; and likewise, all persons under such age of twenty one (21) years are hereby prohibited from frequenting or entering upon such licensed premises; except as provided in subsections (E) and (H) of this section, and subsections 3-2-8(B), (C), (D), and (F) of this chapter.    (B)   No licensee nor any officer, associate, member, representative, agent or employee of such licensee shall sell, give or deliver alcoholic liquor, beer or wine to any person under the age of twenty one (21) years, or to any intoxicated person or to any person known by him to be a habitual drunkard, spendthrift, insane, mentally ill, mentally deficient or in need of mental treatment. No person, after purchasing or otherwise obtaining alcoholic liquor, beer or wine, shall sell, give or deliver such alcoholic liquor, beer or wine to another person under the age of twenty one (21) years, except in the performance of a religious ceremony or service.    (C)   It shall be unlawful for any licensee granted a license under this chapter or his employee or employees, to knowingly permit any person of either sex, under the age of twenty one (21) years, to enter into, or to be in, or to remain in or upon the premises described in such license, except as provided in subsections (E) and (H) of this section and subsections 3-2-8(B), (C), (D), and (F) of this chapter.
   (D)   It shall be unlawful for any person, of either sex, under the age of twenty one (21) years, to enter into, or to be in, or to remain in or upon the premises described in any license, except as provided in subsections (E) and (H) of this section and subsections 3-2-8(B), (C), (D), and (F) of this chapter.    (E)   Subsections (A), (C) and (D) of this section shall not apply to a person of either sex, of the age of nineteen (19) years or older, when said person is in the regular employ of the licensee; provided, however, such employee of the age of nineteen (19) years, or older, shall be permitted to enter into or to be in, or to remain in or upon said premises described in said licensee's license only during said person's hours of employment, which shall be prominently posted in the licensed premises on a weekly basis, listing that week's hours of employment for said employee. Provided further, that said employee of the age of nineteen (19) years or older, shall be excepted from subsections (A), (C) and (D) of this section, only for the purpose of preparing or serving food, and such person is expressly prohibited from dispensing or serving alcoholic beverages, beer or wine.
   (F)   It shall be unlawful for any person licensed to sell alcoholic liquor, or his employee or employees, to knowingly permit any person, or for any patron or other person, while in or upon the premises so licensed to use, consume or have in his possession in the original package with the seal unbroken, any intoxicating liquor, other than beer which has been purchased on said premises.    (G)   A violation of this section shall be punishable by a fine of not less than four hundred dollars ($400.00) nor more than five hundred dollars ($500.00). (Ord. 00-09, 11-7-2000)
   (H)   The provisions of this section to the contrary notwithstanding, persons under the age of twenty one (21) years shall be allowed to enter upon and frequent any establishment holding a class B, class D, class E and class F license. (Ord. 97-01, 5-20-1997)
   (I)   No person under the age of twenty one (21) years shall purchase, accept delivery or have possession of alcoholic liquor. The consumption of alcoholic liquor by any person under twenty one (21) years of age is also forbidden.
The possession and dispensing or consumption by a person under twenty one (21) years of age of alcoholic liquor in the performance of a religious service or ceremony or the consumption by a person under twenty one (21) years of age under the direct supervision and approval of the parents or parent, or those persons standing in loco parentis of such person under twenty one (21) in the privacy of a home is not prohibited.
