A. Permit Required: No person, firm, corporation, or governmental body not exempted by state law shall commence any development activity without first obtaining a development permit from the city zoning administrator.
B. Application For Permit: To obtain a permit, the applicant must first file a permit application on a form furnished for that purpose. The form must be completed and submitted to the zoning administrator.
C. Review Of Application: The zoning administrator shall review all permit applications to determine whether proposed building sites will be reasonably safe from flooding. If a proposed building site is in a flood prone area, all new construction and substantial improvements (including the placement of prefabricated buildings and manufactured homes) shall:
1. Be designed (or modified) and adequately anchored to prevent flotation, collapse, or lateral movement of the structure;
2. Be constructed with materials resistant to flood damage;
3. Be constructed by methods and practices that minimize flood damage;
4. Be constructed with electrical, heating, ventilation, plumbing and air conditioning equipment and other service facilities that are designed and/or located so as to prevent water from entering or accumulating within the components during flooding. (Ord. 12-2008, 9-8-2008)
