7-1-3: APPLICATION AND INTERPRETATION:
   A.   Every position of a building or premises used, designed, or intended to be used for any dwelling purpose, except temporary housing, shall comply with the provisions of this chapter, irrespective of when such building shall have been constructed, altered or repaired; and irrespective of any permit or license which shall have been issued for that construction or repair of the building, or for the installation or repair of equipment or of the facilities prior to the effective date hereof. This chapter establishes minimum standards otherwise established for the use of building facilities or equipment except as provided in subsection B of this section.
   B.   In any case where a provision of this chapter is found to be in conflict with a provision of any zoning, building, electrical, plumbing, fire, safety, or health ordinance, code or regulation of the city regulating existing buildings, the provision which establish the most restrictive standard shall prevail.
