Pursuant to 75 Illinois Compiled Statutes 5/3-1, a tax in the amount of fifteen hundredths percent (0.15%) of the value of all the taxable property in the city, as equalized or assessed by the Illinois department of revenue, shall be and hereby is levied for library purposes, the proceeds of which shall be paid to the board of trustees of the library for expenditure for library purposes under the direction of said board of trustees.
