Stormwater utility service charges levied pursuant to this chapter shall be collected by the Administrator and shall be credited to the Stormwater Drainage Utility Fund established pursuant to this chapter. Notwithstanding other provisions of the Village Code, the Administrator shall make and enforce such rules and regulations consistent with this chapter as may be deemed necessary for the safe, economical and efficient management and protection of the Stormwater Utility, for the construction and use of the stormwater system consistent with policies established by the Council, and for the regulation, collection, rebating and refunding of the Stormwater Utility Service Charges.
