940.04 ESTABLISHMENT OF SYSTEM OF CHARGES.

It is hereby determined necessary for the protection of public health, safety and welfare that a system of charges for the Stormwater Utility Department be established which justly and equitably allocates the cost of providing the services of the Stormwater Utility to each property.
