All ordinances on the subjects covered by this chapter are hereby repealed; provided, however, no employee’s benefits heretofore accrued shall be in any way impaired or diminished, and no employee’s benefit shall be further increased or changed except as provided for by this chapter.
For the purposes of calculating rates of pay and/or other employee benefits, unless otherwise designated by ordinance, the original date of an employee’s employment shall be determinate and controlling for the purpose of determining the employee’s anniversary dates of employment.
