735.03 REGISTRATION.
   Persons or organizations who wish to conduct activity shall personally appear at the Municipal Office, 91 West Main Street, Ashville, Ohio, weekdays during Village business hours and register themselves in the following manner.
   (a)    Sign their full legal name, write out their present permanent address, and write out the date of registration in a registration book which the Police Department shall have at all times.
   (b)    Write out in a registration book which the Police Department shall have available at all times, the name of the entity for which the person or organization intends to sell, offer for sale, or solicit orders, or the name of the cause for which he intends to solicit contributions.
   (c)    Provide to the Police Department evidence of personal identification in the form their thumb print and any of the following:
      (1)    A valid drivers' license;
      (2)    A certified copy of a birth certificate;
      (3)    A valid United States passport;
      (4)    An official organization photo identification containing the following information: name, address and telephone of the organization and the individual's name, address and social security number.
      (5)    A current State of Ohio Bureau of Motor Vehicles identification card.
   (d)    Provide to the Police Department evidence of organizational identification in the form of any of the following:
      (1)    A vendor's license;
      (2)    An IRS identification number;
      (3)    A corporation identification number;
      (4)    A date Charter number;
      (5)    Any other identification acceptable to the Police Department.
   (e)    The applicant shall pay the Village of Ashville a fee as set forth by Council. This fee is to be paid per organization if more than one person from the same organization applies, with that person acting as an agent for the organization, or per individual if one person applies for the permit. This fee is intended to cover and defray the cost of registration and issuance of the permit, and may not be waived unless by authority of the Mayor.
