139.01  APPOINTMENT OF CHIEF OF POLICE; QUALIFICATIONS.
   (a)   The Village shall have a Marshal, designated the Chief of Police, appointed by the Mayor with the advise and consent of Council, and shall continue in office until removed therefrom as provided by Ohio R.C. 737.171.
   (b)   No person shall receive an appointment under this section unless, not more than sixty days prior to receiving such appointment, he or she has passed a psychological examination given by a licensed psychologist or psychiatrist and a physical examination, given by a licensed physician, showing that he or she meets the mental and physical requirements to perform the duties of Village Marshal as established by Council.  The appointing authority shall prior to making any such appointment, file with the Police and Fireman’s Disability and Pension Fund a copy of the report or findings of such licensed physician.  The professional fees for the psychological and physical examination shall be paid for by Council.  (ORC 737.16) In addition, the Mayor and Council may set required physical agility and conditioning standards, and testing methods.
   (c)   The Chief need not be a resident of the Village at the time of his/her appointment, but unless waived by Council shall become a resident thereof within six months after his/her appointment by the Mayor and confirmation by Council.
   (d)   The Chief must have not less than five years actual full-time law enforcement experience with at least three years of that experience in a supervisory or administrative/management position; and an associate degree, or the equivalent two years full-time in an accredited college or university’s criminal justice, public administration or other related programs.  The Mayor and Council may waive the required college degree for specialized training in upper level enforcement agency management such as: FBI National Academy, Southern Police Institute Command Course, Northwestern University Command Course, Ohio Association of Chiefs of Police Executive Leadership College or Northeast Counterdrug Police Executive Development.  (Ord.  2001-13.  Passed 6-4-01.)
