The following words and terms used in this chapter shall have the following meanings:
(a) Local Business: An individual or business entity located within the corporate limits of the Village of Ashville, Ohio or within Pickaway County and that has filed or paid an earnings tax in the most recent tax year, and that has submitted a bid to the Village for materials, supplies, equipment or services. When proof of a business’ location is required to purpose of this chapter, the business or individual must authorize the Village’s Tax Department to release the necessary information.
(b) Local Preference: In purchasing materials, supplies, equipment and services, the Village shall provide a Local Business with a calculation of value equal to five percent (5%) of the lowest and best bid received from a Non-Local Business
(c) Bid: The price quoted to the Village of the Local or Non-Local Business in an invitation to bid, a request for proposal, a request for qualifications or other means of solicitation selected by the Village.
(d) Non-Local Business: An individual or business entity that does not meet the definition of being a Local Business.
