A check, bill of exchange, draft, order of withdrawal, or similar negotiable or nonnegotiable instrument may be used to pay for Village service or material. When that instrument is not honored as payment and returned to the Village a fee will be imposed that is return fee and twenty dollars ($20.00) for an administration of this process.
