No zoning permit may be issued for any development in an R-5 District unless a landscaping plan has been submitted for the development which meet the minimum standards set forth in Chapter 1173
, and each dwelling unit shall have one deciduous tree planted in the front yard before occupancy is granted. Species of trees shall not be one of the undesirable species listed in Section 1173.02
