Sec. 7-14   Building Commissioner of DeKalb County.
   a.   The Building Commissioner of DeKalb County is the single agency designated to administer building rules and inspection within the boundaries of the units of government which are parties hereto.
   b.   The Building Commissioner of DeKalb County is authorized and empowered to make inspections, file reports with the Clerk of the Town and the Plan Commission of the County. That person shall issue building permits upon the payment of the fee required by the County Ordinance, and said County Building Commissioner shall order correction of violations, issue Certificates of Occupancy, and perform such other ministerial duties as are commonly performed in the execution of their office, on behalf of the parties hereto as provided for in the County Ordinance which this Town does now here adopt and approve by reference.
   c.   Any appeal to a decision by the DeKalb County Building Commissioner shall lie first with the governing body of the municipal unit that has joined in this agreement and then to the Fire Prevention and Building Safety Commission as provided for in Indiana Code, § 22-13-2-7.
   d.   Any judicial remedy sought by the DeKalb County Building Commissioner to enforce his lawful orders to obtain compliance with the building rules of the parties hereto shall be brought to the County Attorney for disposition in a court of general jurisdiction of DeKalb County to be processed according to the provisions of law.
