(A)   The City Manager shall be responsible for the administration of the procurement function of the city.
      (1)   The City Manager may delegate to the Finance Director and/or any other administrative personnel he deems appropriate such authority as may be appropriate and necessary for the proper performance of the procurement function.
      (2)   No delegation of authority shall be made to the Finance Director or the Assistant Finance Director to award any contract in excess of $30,000.00 or to a department head.
      (3)   Any delegation of purchasing authority shall be in writing and shall be included in policies and procedures issued pursuant to these regulations.
   (B)   No contract shall be awarded for an amount which exceeds the sum budgeted and appropriated for the procurement by the legislative body of the city.
   (C)   The City Manager shall establish procedures to perform the procurement functions as established in KRS 45A.343 through 45A.455 and the regulations set out in this subchapter.
   (D)   The City Manager shall provide the legislative body with a written summary of all procurement activities. 
      (1)   A written summary of procurement activities shall be furnished annually as may be deemed advisable to insure that requirements of this subchapter are therein complied with to members of the legislative body.  This report, if required, shall include:
         (a)   Identification of contracts resulting from sealed bids, including number of bids received, range of bid prices and the vendor to whom award of the bid was made.
         (b)   Identification of all contracts resulting from competitive negotiations, along with a copy of the written determination to use that form of procurement.
         (c)   Identification of all contracts resulting from noncompetitive negotiations along with a copy of the written determination to use that form of procurement.
      (2)   The City Manager shall provide, upon request of the legislative body, full information concerning any purchasing activities.
