(a) For purposes of this section:
(1) "Insect" includes cockroaches, fleas, lice, flies, ants, bees and wasps.
(2) "Rodent" includes rats and mice.
(b) No person, within the Municipality, shall keep, harbor or otherwise permit to exist, upon property he or she owns, leases, occupies or otherwise has charge of, any insect or rodent, so as to create or permit a harmful or detrimental condition to the health, safety or welfare of others.
(c) Individuals desiring to bring about implementation of the above subsection shall present, in person or in writing, any complaints thereof to the office of the Director of Law or other City office as may be designated for such purpose.
(d) Upon written notification from the Director of Law or other City office as may be designated for such purpose that insects or rodents are infesting a property within the Municipality so as to be causing harm or detriment to the health, safety or welfare of others, said person shall, within seventy-two hours, abate said infestation in accordance with the written notification.
(e) Whoever violates any provision of this section is guilty of a minor misdemeanor upon the first offense and is guilty of a misdemeanor of the fourth degree upon any subsequent violations of this section. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
