(a) No person being the owner or having charge of cattle, sheep, geese, ducks, turkeys, chickens or other fowl or animals shall permit them to run at large upon any public place, or upon any unenclosed lands, or upon the premises of another.
(b) No person owning, having care and control of, or harboring a dog shall allow the same to run at large or be upon the public streets, alley, public grounds unless otherwise prohibited, or upon unenclosed lands of another unless permission of such owner of land has been granted, except when such dog is on a leash of not more than six feet in length, or in verbal command of not more than six feet, and after oral or written notice has been given to such person by the Mayor, or persons designated by the Mayor, or by the Chief of Police or members of the Police Division, of such dog running at large.
A dog shall not be upon lands, as aforesaid, in violation of this section if it is:
(1) Securely confined in an automobile which is adequately ventilated;
(2) Being exhibited at a show; or
(3) Engaged in a supervised law enforcement activity.
(c) Whoever violates this section is guilty of a minor misdemeanor.
