No person shall:
(a) Cause, allow or permit any vehicle registered in the name of such person or operated by such person to be parked beyond the period of legal parking time established for any parking space.
(b) Cause, allow or permit any vehicle registered in the name of such person or operated by such person to be parked across any line or marking of a parking space or in such position that the vehicle shall not be entirely within the area designated.
(c) No person shall operate a vehicle without due regard for the safety and rights of pedestrians and drivers and occupants of all other vehicles, so as to endanger the life, limb and property of any person while in use of any off-street parking zone.
(d) No person shall operate a vehicle in any off-street parking zone at a speed greater than fifteen miles per hour.
