(a) No person shall park any vehicle in the municipal parking lot adjacent to the City Building in parking spaces which have been designated by the Mayor for the parking of public safety and City officials’ vehicles.
(b) Any person having business in the City Building may park for not more than thirty minutes in such parking spaces as have been designated for that purpose.
