The Chief of Police, with the approval of the Director of Public Safety, for the purpose of determining the effectiveness of methods of traffic control different from the provisions of the Traffic Code or ordinances of the City, shall have power:
(a) To designate streets or parts of streets upon which there shall be parking for a limited time, or no parking at any time and to establish rules and regulations in regard to parking on public parking lots.
(b) To determine the location of loading and unloading zones and to place and maintain appropriate signs indicating the same, and stating the hours during which the provisions regarding zones shall be applicable.
(c) To determine the location of bus loading and unloading zones and to place and maintain appropriate signs indicating such zones.
(d) To determine the right and left side of laned streets by fixing and marking or designating the center line of such street.
(e) To determine the number of lanes for streets and the direction of travel in the lanes by appropriate signs and marking indicating such lanes and direction of travel.
(f) To designate streets as one-way streets by placing and maintaining appropriate signs indicating such streets as one-way streets and the direction of travel.
(g) To determine parking time limits.
(h) To prohibit right or left-hand turns by vehicles at street intersections designated by him.
(i) To close temporarily any streets or portions of the same, or restrict the use thereof, when required by public safety or convenience.
(j) To place and maintain such additional traffic control devices as may be deem necessary to regulate, guide and warn traffic, consistent with the provisions of all ordinances pertaining to traffic control in the City.
(k) To designate and maintain by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where in his opinion there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary.
All such rules promulgated by the Chief of Police shall be placed in the Traffic Control File.
The rules so promulgated pursuant to this section shall be effective upon the erection of signs and such lines or markings as required, sufficient in number and in such locations as to apprise the ordinary, observant person of the regulations. Provided, however, Council may override any decision of the Chief of Police and may assume any of the powers delegated to the Chief by legislation adopted by a vote of a majority of the members duly elected thereto. Upon the adoption of any such legislation, the same may be changed only by amending or repealing legislation adopted by Council.
