The Director of Finance shall issue an allowance to certain employees of the City for use of their personal cell phones in the course and scope of their duties as employees of the City, as the Mayor shall, from time to time, authorize and direct, in writing, said allowance to be in the amount of forty dollars ($40.00) per month, payable monthly, plus an additional five dollars ($5.00) per month, payable monthly, for text messaging service allowance as the Mayor may authorize.
