Each employee of the City, except elected officials who are employed by the City as of November 15, shall receive as part of his or her compensation for his or her services, in addition to any and all compensations otherwise provided, a medium sized turkey or ham to be paid to each such employee during the Christmas holiday season. The Mayor and the Director of Finance and Public Record shall cause sufficient moneys to be appropriate into the salary funds of the various departments of the City each year to pay the cost thereof.
