Council, or its representative or representatives, shall once each year review the compensation of all personnel of the City. Council, or its representative or representatives, shall consider changes in the cost of living, if any, as a part of such review. For purposes of determining whether or not there has been any change in the cost of living during any given period, Council, or its representative or representatives, shall use such materials as are available from local, state and federal governments and private agencies, including but not limited to price indexes computed by agencies of the federal government.
